Judging is for the person that what he sees might be right or wrong.
Understanding is for the person that knows what might be the right thing to do and what might the consequences of the wrong thing that the person can do.
Writers know this like Ernest Hemingway.
Judging is produce the results of the events of the story but Understanding produce a broad range of sequence of the events of the story.
