This is the character of Marvel Comics that has no superpowers but his real power is experience.
The experience he had when his family broke.
The Punisher is a good guy but he becomes a bad guy for good reasons because his family was killed by criminals himself and he is disregarded by the society around him.
The Punisher will punish those people that are not fair enough to do things or not consistent on what they say for the selfish pursuit of their own.
